Why does French Scout uses voice lines from English Scout?

Apparently Spy's accent changes to English when you play the French version of tf2.

because valve stopped updating the other languages because its wasted money
the english voicelines are the best anyways

Because since 2009, they stopped doublate and you know, Valve is too poor to update voice.
