Get a shield such as the Targe N Charge and you can right click run with it

I assume hes asking how does the demo man run fast

Shoot a sticky at your feet, jump, and detonate the sticky.

Now you're going at a high speed as demoman.

I think he means how do you make Demo go fast - you need to use one of the shields. Try Charge n Targe, Splendid Screen or the Tide Turner.
