-dxlevel 81
-dxlevel 90
That's all I know. -dxlevel 80-81 gives worse visual quality but the game will run a bit better based on your computer.
Go to your antivirus and make an exclusion for the steam folder, it stops file scanning of the cache, which bogs your game down
All I know is that -dxlevel 80 increase better fps but water ( colored white )
and -dxlevel 81 is the same thing but sets the water to normal which may look appropriate to people and not irritating.
Again, -dxlevel 90 does kinda creates lag but depending on your Device ( Windows 7/8/10, no offense players...)
Probably type " Mat_Phong 0 " in Console just to run the game better each time you opened Team Fortress 2, it might stop your Device for awhile but that usually happened.
Lower your Game Settings might help but may changed some qualities and graphics depending on your decisions.

dxlevel 90+ are smooth graphics like 2007 tf2
