Anything that you can get via item drop system. So, it can be cosmetic item or tool, but way more chances for it being just weapon drop.

Yes. But probably only weapons, 'cause drop rates for tools and cosmetics are really low. I'd say it's like 1 (or even less) chance out of 100 to get not a weapon - for an example, for my 1300 hours in TF2 I've got like 3 or 4 cosmetics or tools total via drops.
