Why are the item servers so bad?

Everysingle day the item servers are down, every 5 mins the item servers keep going down, and this isn't just me, lots of people keep getting item servers down all the time, valve really need to step up there game with these item servers and actually make them good quality, noones gonna wanna play Valve's games if there item servers are always down, it's understandable if there down because of glitches or some new update, but seriously, this is everysingle day, week, month. Every server, game, everything usually just says "Item Servers Down" Blablabla, i'm tired of looking like a noob, item servers are s**t, just if it's me then what can I do?

Stock is so widely used in custom loadouts it isn't a big deal.

I'm more annoyed that I've done an Engineer contract TWICE, and both times the item server went down, and my contract reset back down to zero points.
