Well...the unfilled fancy spell book is awarded to players who earn the Hat Out of Hell achievement, but it requires 3 spell book pages of any kind before you can use it and it then becomes a Fancy Spell Book. It allows you to cast spells 50% faster than the Spell book Magazine.
Think of the Spell book Magazine as the default weapon for casting spells and the Fancy Spell Book as the Decorated or advanced weapon.
Right, but I have 10 pages in it. What did the other 7 pages do? Absolutely nothing.
What does a hat do? Or any other cosmetic item? It's just there for show. I personally kept adding spell book pages so that I can have one of each spell...mostly just to complete the task, but hell'o it's something that in the future may be used by some ingenious community workshop developer or perhaps Valve will do something like make it so that you can't cast that spell unless you have that page or make them all Vintage or some other kind of quality like they did with all the class update items that were currently in a users backpack when many of us were just dropping them if we didn't want them because our backpacks were mostly full...which is why I never drop anything and if my backpack is filling up I turn unwanted weapons into metal in case I want to recreate it.
