The problem is, in pubs, it was basically playing TF2 on easy mode.
You want a nerfed weapon? Look at baby faces blaster. That thing was nerfed so far into the ground there is almost no use for it anymore.
It needed a nerf. The healing aspect was a flat-out +20 on hit, doesn't matter how much damage you do. A Soldier could easily gain +100 or more health in a single shot with it, which made the Soldier much much harder to kill. In certain situations, the Black Box was like the Zato-Blade except it gains health on hit, not on kill, and is a range weapon, not melee.
Now, it's flat-out +20 at max per shot and base around on how much damage you've done, making it more as it should be and much more strategy base.

Actually, it's possible. If you have precisely 100/200 health, that shot can only give you +100 health.
Just like if you have only 5 or 1 health. A singe shot would give you +195 or +199 health. All you need is enough people to hit.
The black box is essentially a +60 health per magazine used if the soldier knows how to aim. Not to mention, it isn't that hard to reload.

The damage require to have +20 health is 90, correct? Which means the health to damage ratio with the Black Box is 260 - 270... Stock would be 200 - 360. That means the Black Box can barely be as good as stock, even when in the hands of a good Soldier, simply due to the damage being higher than health.
If you pit Stock against Black Box... It'll still be an even fight due to both still doing, on average, 270 damage in three rockets (which means both can still kill each other in three rockets). Only difference is that Stock has that extra 4th rocket to up it to 360 while BB has to either reload or switch to secondary (if they have an actual secondary weapon).
Black Box, honestly, requires the Coh or Battlelion secondary. The former gives the +2 health regen by default, which can boost that health a bit, maybe even over 270 depending on how long the fight is. While the Battlelion boosts the Soldier's max health to 220, allowing a 280 - 270 ratio, thusly allowing the BB Soldier to have a for sure win against Stock if he places all three shots but leave the battle with at least 10 health.
Which is fine. Side-grades are suppose to be like that honestly. Most side-grades only truly shine if combined with another side-grade (Sandman + Cleaver for Scout anyone?) but in doing so, you will lose more damage potential by losing your shotgun.
+60 health over a period of 2.4 seconds, assuming he can react lighting fast and kept pressing M1 in a fight. 60 Health might seem reasonable for a clip, but the slow firing speed of rocket launchers completly make it not as big as people think.
And even then, he's kinda right, Black Box and Air Strike do outshine the Black Box currently.
