Family Business by far. The reason you're using a Shotgun for Heavy is so you can switch and cover yourself while moving or as a backup when you're out of ammo (if you're good, that shouldn't happen anyway). You should be able to whip it out and use it whenever you need it. With Panic, you'd have to use it JUST for the Panic. I'd say Family Business for if you're actually planning on using your Minigun. Panic for shotgun heavy.

Panic Attack is currently my favourite shotgun, Heavy or not.

Family Business is better if you prefer a standard shotgun, though, because of more sustained firing power.

You just said that Minigun heavys use family(Using only mini) and shotgun use panic, so doesnt that mean panic is better?

No, they're situational. That's why I gave two different instances of where you should use two different guns.

IDK, but they sound like the exact same to me. Family bussiness when attacking with minigun. Panic attack when attacking with Shotgun.

When ONLY USING shotgun. It's a stipulation as Pyro and Heavy to only use your Shotgun, I'm saying that Panic is probably best for just the shotgun. When you plan on playing with your Minigun as well, you should use the Business for cover fire or backup when you're out of ammo. It's not the same, it's two different things. You can either use your Minigun as it was meant to be (as a primary) or to only use your Shotgun as your main weapon for the stipulation. Two different situations, two different weapons, Family Business is good for both but Panic is only good for one.
