i looked it up,the outtakes of kill me has the answer,somehow there is some voltage and some wierd substance that combined with blood creates the uber

We already know that Medic charges Uber by blood, so I assume those blood cells are stored then pumped in through the Medi gun to increase the dense of your blood till it's solid. The Ubercharge device in your heart is to keep it working, transfer the hardened blood through your whole body during the process. It only last 8s because otherwise your heart overworks and stops.
