Personally, I've began to love the Big Earner after the Gun Mettle update. It works great with the L'etranger.

Basically, any decent spy who knows how to be sneaky and avoid unnecessary damage, won't find the -25 health drop to be very problematic, and would know how to use the speed bonus to get out of sticky situations. In other words, the skill ceiling of this weapon encourages improvement.
Meanwhile, the Spycicle gives novice spies a "second chance" against pyros, which said spy should learn not to confront face-to-face to begin with. Moreover, the Spycicle leaves ice statues behind that notify the enemy team of his position, and that goes against the effort of being as sneaky as possible, which a spy should always embrace.
The comparison between the Big Earner and the Spycicle is like comparing the Bazaar Bargain with the Machina. It's rather obvious which one has the higher ceiling cap between these two.
(To answer the question, I'd go with the Spy-Cicle.)

and if the pyro isn't alone then they were dead regardless of fire status
