S: A burst damage sidegrade like Pyro received with the Dragon's Fury.
A: Tomislav, Stock
B: Natascha, Huo-Long Heater, Brass Beast
Based on personal preference, Natascha can be moved to A. I prefer it in B.
In defense of the Brass Beast: If you're playing Heavy properly (which means patient and methodical instead of always rushing in and revving up as soon as you see an enemy), you're already doing the thing that makes the Brass Beast effective, with only slightly more caution due to being more of a sitting duck than you already are.
Also, it's fairly decent in MvM. It's just the players using it who either play Heavy like Sniper because otherwise they die, or players who overextend and die. Huo-Long is excellent for clueless MvM Heavies. Brass Beast is excellent for MvM Heavies who know how to play.
Then again, I'm that jackass who uses the Brass Beast offensively, so of course I'm biased.
Conclusion: Heavy has no bad miniguns.
Side note: Shotguns are designed as a backup weapon, and they do fix the issues that Natascha and Brass Beast have with their slow rev-up. If you're caught off-guard, revving up your (non-Tomislav) minigun won't help when the enemy can just retreat while you're still revving up or kill you faster than you kill them when you're freshly revved-up, due to the damage penalty.
Actual tier would be
God tier: Bass Beast
The best at doing everything Heavy is supposed to do
Okay:
Stock: Its okay
Bad:
Natascha: You get to slow people down so they can take less damage over a longer period of time wow
Huo Huo Hong Leater: It does less damage unless people are on fire and it can only set them on fire if they're so close they would die in < 1 second anyways, even spy doesn't care about the circle of fire
I want to play solo:
Tomislav:
If you have a medic than every medigun except Natashca is better
S tier: stock, it is consistently good across all situations
A tier: tomislav, its a pretty good weapon, a heavy 1v1 may not be in your favor though
B tier: brass beast, it encourages defensive gameplay and can shred hordes of enemies, unfortunately thats the only thing its good for
C tier: natascha, its ok, if you wanna use heavy as a support class that is, its very bad on its own
D tier: huo long heater, its only good if an enemy gets close enough to where your ring of fire can deal damage, which nobody with a mind is gonna do
honorable mention: iron curtain, its just a reskin of minigun, but its rare and cool as ♥♥♥♥
