How do you Install Plugins?
so i was playing with my friend on his Hamachi *LOCAL* Server and to my surprize he had plugins on it. he used commands like turn into the halloween bosses, have mega weapons, etc. and what im asking is how do i do that to my Hamachi *LOCAL* Server?
*i ask my friend how he did it but he said he watched a video on how to do it, but that vidoe isnt up anymoar*

those tutorials tell me to install a file on my tf2 server folder and i dont know what that is

ive gone to add custom skins and huds if thats what ur asking
