A heavy is just the regular class. A hoovy is someone who friendlies and heals people (including the enemy) using a sandvich.
People hate heavy because they think he's too easy to play (just point and click)

I've played heavy ALOT before. He has the highest DPS (goodbye, Phlog Pyro) and his mobility can be solved in gamemodes like payload. Also his Sandvich can essentially eliminate the need for a medic

As a heavy player, I've fought against 'half-decent' snipers before: at that point you need to work with your teammates more to be able to counter the sniper(s).
1. As Team Fortress 2 has gotten larger, most classes have received an alternate playstyle (Demo has the Demoknight, Engie has the Revengineer, etc). Heavy is the exception where he has literally no reliable method to do so. Shotgun Heavy does not count, since Engineer, Pyro and Soldier can also do it and more effectively.
2. Heavy is the lowest Skill Ceiling class. People always claim Pyro is a W+M1 class, but that's essentially all Heavy can do. Aside from throwing a Sandvich to his Medic now and than, all he can do is Rev and fire; making him extremely easy for too much of a benefit. (For this difficult act; you can dominate the whole team).
3. Heavy is the only class that 100% relies on his teammates to be good. On his own, Heavy is too slow and takes too much preperation to fight most classes, and most classes have a Heavy counter. Heavy relies on being a center of attention for classes like Soldier and Demo to leap in and help, and Medics to heal him to ensure he doesn't die. Without it, he has no chance in hell.
4. Heavy is the most obvious target for Snipers and Spies.
5. Heavy can be used for trolling purposes by giving Sandviches to the enemy team.
As a class, Heavy is important and contributes to the team severely. But it's due to these reasons that people dislike the class. If Valve gave Heavy an Alternate playstyle beyond "Point and fire" maybe more people wouldn't think he's boring.
Most people tend to be pretty savage towards a duo (or sometimes even a triplet) of steam friends who only do the pubstomping. And if one gets autobalanced, he will sit in that spectator mode 'til he can continue their erotic relationship.
Other than that, if someone genuinely belives Heavy is op on his own, then this person needs a serious smacking across the head
