gift wrap not working?

im trying to gift wrap my strange asperation aspects to send to a friend, and when it wraps, it gives the countdown, then just redirects me back to my backpack without it wrapped. the items are tradeable too.

I believe gift wrapping was related to an item exploit and valve has yet to patch and reactivate it. Not sure though
