I don't think so, but I do know that, for some reason, the percentage sign will sometimes just disappear when you type it in chat
makes writing percentages a bit annoying

either way it's an embarrassment that valve has spent all this time fumbling about trying to change votekick and disable name changing in an attempt to stop namestealing when the core issue is these invisible characters
Pretty sure it’s a % sign. I’ve met a couple players with blank spaces in their name so I think that’s it

i’m not using it for a blank name, i’m using it for part of a cooler name glitch that actually doesn’t display in game
That's the blank character
there are a bunch of unicode characters that appear blank. Like some super scripts, zero width joiners and non joiners, etc. The General Punctuation Unicode block has plenty of options that will work.

Oh, you are trying to set the blank username in Steam then? Those characters will all get you < blank > if you use them for your steam name. There are a few characters that will get you an invisible name on Steam but the character will display in TF2 (looks like small o made of dotted lines). To get a blank name in TF2 I think it needs to be changed via TF2 console. You could try one of those blank punctuation characters via console command. I think the command is something along the lines of setinfo name "x".
