People say that there was 20 devs that were working on the summer update, but others say it’s false. I honestly hope it’s true, but idk. Also were some of the devs community members or normal valve employees?

The way Valve is "organized" there will never be a way for a outsider to pin down an exact number or specific people. By this document even an insider wouldn't know for sure.
