How do I force TF2 to utilize all of my CPU cores and threads to more than 10% on my 6 core cpu processor

You can't. TF2 was coded to use only 3-6 threads (based on how many logical cores you have), with only 2 of those doing any real work.

Then do you think only giving the game access to a certain amount of cores would help with stability and performance?

Not a certain amount. I mean 6 threads is only half of your CPU anyway.
But certain cores, potentially. For instance removing affinity with Core0 often gives a small increase in FPS.

When you go to install mastercomfig, make sure you have it installed right. I'm on high visuals and im cranking an average of 120fps.
