Does this ban wave mean VAC is finally updated to detect bots?

The new thing isn't a VAC ban, just a clarification of game bans specific to TF2.
This has nothing to do with VAC so a human at some point will be making the ultimate decision with all or none of the relevant information. Even if proof were to be provided later on I'm not sure they even have a mechanism for undoing it(thanks for code completeness I guess).
So... the implication is that someone at Valve (or a small team of independent contractors who know nothing about the game) will be free to apply this as they see fit without repercussions. If they happen to get someone for botting but they're just good, thats too bad.
Sounds like treadmill work though.

Wouldn't it be more convenient to update the vac instead of having employees do the banning? For a company worth billions there is no way they don't have the resources to update the anti cheat. I hope that at least they are banning bots manually while some are updating the anti cheat so it can do the work for them afterwards

either (not exclusive, all of them might be the problem)

1- There's lots of methods to easily bypass anti cheat
2- There's not enough resources allocated to it
3- Implementing such system without working on bugs may cause serious issues
4- Valve just doesn't wants to deal with Team fortress 2 anymore

Well, unfiortunatelly, no. There is still an old version of VAC in TF2 (I would say basic version). It can detect your signature but to ban it VAC still needs to much evidence and manual control (dumping and all).

There's been a dozen manual vac waves on the bots before this, it's obviously another manual one.

Unlike previous bans, this wave is auto banning bots almost as soon as they get created again. It also happened right after that maintenance message the other day, so they definitely changed something in the back end.

Obviously this won't last forever though, hosters will likely figure out how Valve is catching them so fast and adapt. Repeat cycle.

I feel as though there are three things

1) Valve is manually banning obvious cheating / hot hosting content creators
2) They implemented a new system to automatically detect and remove bots
3) (this one is a maybe) Due to the influx in known cheaters, Vac now actually has the data to ban cheaters using the same cheat, instead of not doing anything as no new vac bans were made for tf2.
