Probably to entice people into spending money on the garbage summer update, knowing the donkeys that play this game, they were gonna spend their parent's money regardless. Besides, bot hosters can make more bots if they want to, it's not like there were no bots when the ban wave happened, most of them got wiped because they were using the same cheat as far as I know.
