How do i enable sprays in casual tf2?

I'll accept any answer that isn't "You just can't / Official Valve servers don't let you see other people's sprays"
If a plugin needs to be installed I'm all for it
Edit: It seems (according to the replies below) that it is up to Valve to enable sprays back, and that it is impossible to see another person's spray on Casual servers unless that same spray has been stored in your computer through a community server

You literally can't. They patched that feature out of the game. You can only see sprays on community servers.

If it happens to be the same sprays you had already seen in a community server and were saved in computer (assuming that the auto-delete temporay files option is disabled), then it should be visible in Casual

What if the person who sprayed that said spray in a comm server changed it, can i still see their sprays ?

No. It's file-based, not person-based. The spray will only show if it's the exact same file that got saved when you were in a community server.

Downloading sprays is disabled on Valve servers. The server itself is the thing that's preventing it from happening, not your client. The only way for you to be able to see sprays is if you already downloaded the spray from somewhere else, such as if you saw that person on a community server spray it earlier, and you either haven't closed the game or disabled the game clearing your temp folder.
