Your HD might be full, file system corrupted or physically failing.
run the windows disk cleanup tool as admin(there are more checkboxes that way)
and chkdks /F c: (and answer Y to the check on reboot message, and remember to reboot).
Check for windows updates and install until it has no more(might take a reboot or two)
Check your drivers are up to date (video, ethernet, wireless, etc).
After that maybe check for old programs you don't need and uninstall them.
It could also be coincidence you are having problems with these "Source" games. If you ask around for help in each of these games' discussion forums or chatrooms you might get an answer that solves them all.

as for the stuttering, my bet is you're running out of RAM. the stuttering you experience is Windows resorting to the SWAP file, a kind of backup-memory where data is held on your storage drive instead of RAM. this is incredibly slow and is often a last-resort.
your only option here is a complete system upgrade, i'm afraid. modern RAM you can buy online isn't going to be supported on a motherboard that is at best 16 years old,
