Report a translation problem
Open the console when you first open the game, if mastercomfig has loaded it will tell you.
If it is saved to the cloud, just deselect saving to the cloud, uninstall and then reinstall. Go to the options-video and see if everything is on recommended

Unless you have other things installed, basically all of the .vpk files in the custom folder. The main one having the name of the preset, for exapmple: mastercomfig-medium-high-preset.vpk
The quickest way to reset is to open TF2 properties, disable Steam cloud, and add these to your launch options for one launch before removing them:
-novid -autoconfig -default +host_writeconfig config.cfg full +mat_savechanges +quit
You've downloaded the basic settings through your Steam Cloud.
Also .vpk files aren't at all like software files, so I don't know why they brought up the xz example.
