I found out that you also gotta change the "startupvid.txt" in "Team Fortress 2\tf\media"
but the audio doesnt work, trying to find a solution for that
found it! its a problem with the audio codec- take your video (.webm, .mp4, anything) and put it into a webm converter (cloudconvert[cloudconvert.com] or freeconvert[www.freeconvert.com]), scroll down and change the audio codec to "VORBIS" or "LIBVORBIS". audio should be working now!

should note that i got this solution from this guy after a bit of searching around

Huge help thanks!

my question is what exactly are you replacing this with?
Like Napse said above, but some things should be clarified.
If you have a bik file, just put that into the converter to webm and audio codec vorbis.
In the startup text file you change the .bik to .webm
And it should work, worked for me.
