(FIXED) TF2 is having issues writing to disk, please help!

Ever since yesterday, my Team Fortress 2 has not been able to correctly install and keeps on failing after downloading up to 12.2 GB. I've tried so many things to a point where I don't remember all that I've tried. And some of the things I've tried doing may have made everything worse.

A few of the things I've tried doing which I remember:
have more space on my main windows storage (C:).
have Team Fortress 2 download on my extension Hard Drive(D:).
Clean up my download cache.
Run steam as an administer.
Untick multiple steam folders as read-only.
Repair both steam library folders.

I probably forgot half the things I've tried, but none the less I've tried many, many things. If anyone has questions / solutions to my problem PLEASE LEAVE A COMMENT!!!

Note: I should also mention that Team Fortress 2 (to my knowledge) is the only game that is having these problems. Multiple other games have been moved, installed, and updated with zero problems. Again, if you have any idea on what my problem is please tell me. Thank you.

EDIT: Issue has been since resolved. The solution was to restart the computer, lmao. Thanks to anyone who posted solutions.

try to disable your antivirus it work for me for some reason.
