Honestly, I'm fine with the community creating plenty of stuff. TF2 has kind of become independent from Valve, except for the most severe issues, like the objector crash, which Valve fixes slightly faster than at Valve pace.
While Valve could do more, I feel that they are doing plenty. As for the bots, Valve should act against them, but it's generally a difficult issue to fight against for various issues, mainly the arms race between cheats and anticheats.
