Volume saving in windows sound mixer stopped working after 64 bit upgrade
Every time you start the game, the volume is set to 100 in the mixer. I don't like to use the in-game volume menu because I find it easier to use the volume mixer (e.g. on a stream).

So it's not just me, good to know. And idk. I have the ingame volume slider adjusted but when the game tops out in the windows mixer it still explodes my head.
/volume in console, you don't have to worry about the stupid slider, it saves and you get much better control over it (personally have it at /volume .02

I know about this feature, but I need to control the sound in real time and I am more comfortable in the Windows sound mixer because all applications are there.

outside of a custom software that forces it then, i'm afraid you're kinda SoL. not sure why but volume mixer doesn't like saving things with some programs and there's not really anything you can do about that other than report to windows and steam to see if either can fix it

That's why I thought I'd post here. I don't think it's a problem with windows itself because I've been playing quietly for 8 years using a mixer and it stopped saving volume only after tf2 went to 64 bit.
