Why scotman's skullcutter and the frying pan have so many crits?
Both gives so much random crits, and both just have this power when a demo use it, is demo have obscure powers? Or it's just a bug?

It's literally the same thing as stock.

Apparently melee crits have a higher chance to occur than non-melee weapons. Plus, the chance goes up as you deal damage.

Medic's crit rate leeches off the damage his patients do - so if you want to approach a medic after he's been pocketing just assume there is over a 50% chance he'll crit you.

This also applies to Engineer and his sentry damage - causing the wrench to appear like the most powerful weapon in the game to spies.

People like using the Skullcutter because it's stats make it deadly in a skilled player's hands and the Frying Pan for memes, so people wielding either tend to use their melee often.

Since your chance to roll a critical hit is increased based on the recent amount of damage you've done, players who have already landed a lot of attacks with either their melee weapons or other weapons in their kit are all the more likely to deal a random critical hit when swinging their melee again until they either go a long period of time without dealing damage.

Skullcutter users tend to get crits often because of it's high damage output and long range + the Demo's already versatile kit of explosive launcher weapons. and Frying Pan uses might get crits often if they're already landing a bunch of melee attacks on whatever enemy players they run into.

Melee weapons have an inherently higher crit chance, with 15% base and max of 60%. Since the crit chance increases with damage dealt, simply doing a lot of damage give melee weapons in particular some absurd crit chances that will also feed into themselves.

As far as why the Skullcutter nad Pan crit so much, it's more for their sheer (over)use than anything. That said, the Skullcuter does deal more base damage which can marginally help, unlike the pan which is just used to meme.
