To actually answer your questions,
1. Yes, the easiest way to get it involves spending money.
2. Not really, as long as you have money.

The other way to get one involves trading, but getting the amount of refined metal necessary to trade for one would take such a ridiculously long amount of time that I recommend just buying keys and trading for it on stntrading.eu or backpack.tf .

You can trade for it, but it's expensive. The cheapest you can buy it for from the Backpack.tf classifieds[backpack.tf] at the moment of this writing is 3 keys, 18 ref and 1 scrap

If you don't already have a very nice inventory and want to treat yourself, I'd suggest that you spend it on some cool cosmetics or something instead

if you really want the taunt i suggest buying a few keys and trading for it. DO NOT buy it on the market it is grossly overpriced and you can get it cheaper by just buying a few keys.
