Bot hosters can only host a LARGE quantity of bots by running the game in textmode. That way, they don't have to render any graphics, sounds or other things I can't think of, allowing a single PC to run effectively dozens of instances. So if Valve removed players' access to textmode, a bot hoster would be lucky to run even TWO instances of TF2. They'd need a lot more PCs or hosters on top of extra electricity to achieve the same results. It'd cripple their ability to host, even if it doesn't solve it completely.
The main drawback is forcing people to run the game itself when idling, but that's a small price to pay if you ask me.
