Soldiers and stock demos can only blast jump away, and only if they can react fast enough - which is hard since phlogs tend to ambush your entire team around a choke point corner. If particles touch them for even a second - they most likely will die to afterburn anyway after blastjump took away the rest of HP.
Everyone else is just doomed, pure and simple.
Even if people somehow avoid getting melted - phlog still forces them to retreat far away and surredener their positions. So its still a strategic win for the phlog.
The only true counterplay is a soldier with Batallion's BackUp who will hold out the buff for this precise moment, but I haven't seen it happen once so far and don't have one myself.
