If you want a word that perfectly describes the state of TF2, it would be "neglected", or maybe "abandoned". I reserve "dead" for literally unplayable games, for example because the servers are shut down. TF2 never died and isn't in the process of dying, but it's not thriving either. It only looks more alive than it actually is due to the inflated player count. Less alive doesn't mean dead though.
