I'm just gonna assume you're baiting at this point.
If you're not baiting, then I pray you try new games in your life to better educate yourself on the difference between class-based and hero-based shooters.
Team Fortress 2 has classes, with each character filling in ONE class role per character:
> Heavy is the Tank.
> Medic is the Healer.
> Scout is the Flanker.
Notice how they're not named like people.
They're named after their CLASS ROLE:
> Flankers can provide intel about the backlines.
> Spy can go invisible, which assists Flankers while also giving him the option to punish those not checking their flank.
> Medic self-explains itself.
> Heavy self-explains he's able to Tank while also being slow.
Meanwhile, hero-based shooters don't follow this.
They name their characters something that's nowhere close to their actual class role while also having MULTIPLE characters fill out one role, like having 11 characters that despite their weapon, they fulfil the same role; Tanking damage.
Best example is "D.va" solely because the name alone wouldn't tell you she's a Tank/DPS hybrid.
Class-based shooter like Battlefield (not counting 2042 for obvious reasons), name the classes based on roles:
> Assault [Aggression and damage]
> Engineer [They assist with vehicle health]
> Support [They provide health/ammo]
> Recon [They can setup flanks with a respawn beacons]
Sounds familiar? I wonder why.

I think my conclussion is that because TF2 characters aren't "somebody" (as in their name is literally their job), meanwhile in games like overwatch you have "Winston" (literal name), Mercy (made up name to present a hero persona), and the list goes on
Honestly though the line is pretty blurry because, pretty much everyone who knows TF2 knows it for 2 things. Either the personalities of the characters or the gameplay itself, and recently due to the lack of people in the fanbase who still or just don't want to play the game, I'd say its the first. It's arguably become more personalized as time's gone on, so in some ways, I'd say yeah, the "hero shooter" title does make some level of sense.
In reality though, who the hell cares? It's a subtitle, you're still going to refer to the game itself as it's full name or nickname. Team Fortress 2 is TF2, Overwatch 2 is OW2, Paladins is.. uh.. paladins?? (idk it's nickname lol)
