The game is still getting seasonal updates including these items in the crates every few months and so Valve is directly not just profiting from the in game sales but the (nearly free) labor of the player base. So with a lot of the content the game is pushing made by the community, bought by the community, and traded by the community, it can feel very disrespectful for Valve to profit off of people like this without maintaining the game's basic functionality.
Second, this is really the only game of its kind left. A class based shooter with old school FPS mechanics that isn't plagued by the MMO-Trinity or ultra streamlined "press button for movement ability on long cooldown" gameplay.
I don't think Valve is obligated to keep updating it, it's 17 years old and declining in players. Valve should be obligated to at least keep it bot free though.
VAC is completely functional
It will only detect cheats that are in it's database. Anything else won't be flagged as cheating software.
