I've never tried to master rocket jumping. Playing for years on end, slowly it just starts to become second nature to move around in that way. Try leaving spawn as a soldier and doing a second rocket jump off the first hoodoo to land on the health pack.

Rocket jumping in general is quite the journey, and requires you to surpass several skill curves, overall requiring a lot of dedication and practice. You can never quite say you've 'mastered' it, especially with all the different maps out there throwing new terrain your way. Still, if you stick with it, keep trying new things, and maybe get some advice from the more experienced folks, you'll definitely see yourself improving over time.

So instead, here are some tips:

Memorize health pack locations, they'll allow you to rocket jump for longer, and therefore you'll find yourself able to go further.

Request a 'buff' (overheal) from your medic before you begin your jumps. This will blanket the initial damage allowing you to make more plays - basically similar to the health pack. Jump for longer, further.

If you just want to learn rocket jumping without much consideration of the map pool, health, any of that stuff, jump academy servers are always there. It's old advice, but still works for a reason. The skills you'll learn there are transferrable to most situations in-game.

YouTube also. You can learn anything from a well structured YouTube video these days. Just make sure to gradually apply the skills you watch into your own gameplay, else you won't learn very well nor much.

But if I really had to put it down to a time, about 300 hours of soldier gameplay will allow consistency to shine through.

Another 300 hours on top of that and you can easily 'master' movement, sure. Just make sure you understand your movement limitations and how you can surpass them (understanding the TF2 spaghetti code helps here). But also remember you can always keep improving from there. It's all just a matter of time. GLHF.

You must grind 999 ABP in order to level up the Soldier Job once and you only ever unlock the skill "Rocket Jump" on mastery of the Soldier Job and to master the Soldier Job you must level up the Soldier Job ten times.

Wait I think I'm getting this confused with another game...

it's not easy to estimate because it is a complex thing to do and there are certain habits that you need to pick up as well as habits to break. An example is "Do not press W at all while rocket jumping" as that causes problems. You also have other things that can help you learn faster, such as having somebody willing to tutor, as well as committing to other community servers to learn the process of rocket jumping, but remember that said community servers are a controlled environment and you won't learn much from angles that are solely at either 180, 90, or 45 degree variables as normal TF2 maps are far more dynamic.

Mastering it can take a long time. Learning the basics to the point where you can use it effectively in a real game doesn't take a long time.

Rocket jumping is mostly a gimmick and should be avoided. The best soldiers use shotguns or banners and keep their feet on the ground. The occasional rocket jump for positioning is necessary.
