It’s a stretch but you can try a few things. Try getting a fresh install of the game. Turn steam cloud off, uninstall the game, go to your common files and delete the TF2 folder. Reinstall the game and reconfigure everything, do a benchmark without any config being installed, just to see if there’s any difference you notice.
You have to find the config that suits your PC, you cannot directly download "low preset" and get 300 FPS boost.
Go and use a Intel i9 13700K and use Intel i5 5700.
Then come back and say that again.
Can you give us your full PC specs ?
Amount of RAM,
CPU (actually you mentioned it nvm)
The SSD or HDD the TF2 running on.
Did you used any other config before ?
Is your integrated graphics card able to run other source games well ?
Edit:
For the record, I strongly recommend you to purchase a dedicated Graphics card.
Integrated graphics does nothing but slowing down your CPU and PC.
Even something slighty better than your Integrated GPU would be better.
Check for a decent GTX card, they're generally cheaper.
Or purchase an AMD Radeon HD series. (GTX version of AMD)
Have you tried to open the console and typed "unbindall"? This releases the VRAM memory bound at the applicatiom startup.
