how do i trade keys/gift keys

i have 148$ on steam and im trying to gift my friend like 15 keys

Buy them and send him a trade offer with only the keys and nothing from his inventory (tho you have to wait a week before you can trade them from valve or the marketplace)

You'd need to buy them from the in-game store and wait 7 days before they become tradable.

You can send a steam giftcard through the steam store, though the options are limited. There wouldn't be a value to cover for 15 keys exactly, you'd have to send $50 or several other amounts. Unfortunately since it's a steam balance, you can't buy tradeable keys, they'll have to sit in your inventory for a week before you can gift them.
