You will have better luck playing on Asahi Linux with Box64 once the 64-bit version of TF2 makes it into the stable branch. That'll most likely be the only way you can play TF2 on that hardware for the nearish and foreseeable future.
My old mac that I got back in 2013 was able play TF2. I only got a new mac because steam wasn't going to work on my old one soon.
That or I will have to got a windows bootcamp or any other programs that will allow you to use windows apps.
Honestly Apple should just drop the xcode ♥♥♥♥♥♥♥♥, I can only see the availability of steam on mac getting worse before it gets better.
It worked on my old mac but not on my new mac.
In other words Valve has abandon us mac users.
It's even more hysterical that you want to play tf2 on it.

Or I install a program that allow me to use windows apps.
