According to Tyler McVicker, Valve has shut down two major community projects (one of which being reasonable), the other being TF2 Source 2.

it's probably a more strict legal team at Valve now trying to narrow the noose on their aging IPs, believing that any potential interference with their tiny legacy would reduce the amount of sales on the marketplace/ in the store.
