Okay, sorry, I misread your OP. mat phong 0 isn't the only setting of it's type, there's another one I can't remember, but it doesn't ♥♥♥♥ up textures as much.

Make a skins folder in your custom folder
Put the vpk in custom
Then extract the materials and sound from the first folder to your skins folder
