Effect on Wearer

This is pretty basic, and I'm sure somebody has said this but the power jack description clearly says "15 percent speed bonus on wearer", yet it only gives it when it's ACTIVE. But other weapons keep the bonuses (or debuffs) even when the item isn't active.

Valve either change the description of power jack, or make it so we get 15 percent more speed at ALL TIMES.

I understand it's already good, I agree, but I just wish they would change it. Technically the effect isn't on the wearer, it's when active. Just annoys me a bit...

Ya know, they actually said in the Tough Break update notes that they "updated weapon descriptions" Yet they didn't do this for the Powerjack, nor the Shortstop, which still has it's less spread, smaller clip and faster firing speed hidden in it's description.

So I can see why you find it annoying.

The first line in weapon description is clearly "When weapon is active:"

I was always wondering if powerjack's 10% dmg vulerability activates when the weapon is drawn or just a passive debuff to wearer.

See I understand it says "when active", yet, the damage debuff seems to be permanent effect no matter what.

No, you're just extremely bad at positioning yourself appropriately, and die too quickly to note any difference, then assume that you're dying faster because an item in your inventory says you do.

Look at the item. HUD bugs are common, item stats are not wrong. Learn to read.
