There's a lot of cheaters running around, and Valve isn't doing much. The last thing they did was fix a bug which made the servers crash when you kicked a bot, and that was to prevent people from leaving in droves and to save the game from dying
People who don't understand the game or what cheats look like shouldn't have the ability to call votekicks just on the basis that some idiot calls a good player a hacker just because the said good player headshot him one too many times.
Then party at your aim at being good enough to be confused with a cheater
I also had today 3 Casual Games, where always a Hacker was impersonating me and got me Kicked due to them pretending being me. However, when youre quicker than them, you can start a votekick on the ♥♥♥♥♥ and they'll instantly disconnect. Its not guaranteed that they won't come back, but you prevented yourself from being kicked
F2Ps can't start votekicks so they're in the worst position in this case.
