Yes you can. Google "download old versions of steam games".

Your other option is to host a server and blacklist all items other than those found here:
Tf2 Items in 2010
That is what I would do if I really, really wanted to play 2010 TF2.
This does absolutely nothing to make the game even remotely similar to how it was back then. The only way to play 2010 TF2 is to download it, which you can.
The closest you're gonna get on desktop is Team Fortress 2 Classic[tf2classic.com]

If you play on GNU/Linux, you will have to use Proton[wiki.tf2classic.com] as native client support for GNU/Linux has recently ended.

Otherwise, play one of the console releases

The closest you're gonna get is downloading a 2010 build of the game from Steam and launching it.

I highly doubt there are any active servers for a 2010 build of the game. It's not a real solution.

As if there are active servers for Team Fortress 2 Classic (Which is about as similar to 2010 as Fortnite is).

Bot overhaul mod what did you say

The source code for that particular version is floating around somewhere.
Just learn to compile bruh.
you could try the xbox 360 version of the game as that is the very basic version of the game. You would have to get the orange box dvds i think for that and there is probably not a lot of people still playing the game but you could probably play against bots, not sure on this though.
