You will get Jarate from an achievement, after you have completed 11 Sniper achievements.

You can also play other classes until you get jarate as a random drop, but obviously this will take random amount of time.

You need to take Saxton Hale Jarate Pills. I'd recommend also using the Saxton Hale Pain Tonic to numb the sensation of your organs shutting down.

You can also 'rent' any weapon you want for free from the in game Mann co store. Just go into the store. Find the weapon you want and click 'try it out'. You can try out one weapon per week. Note: be careful if you ever buy something from the in game store. Most things are way over priced in there and can be found for much cheaper elsewhere.
