Stockholm and Frankfurt servers are enough to handle eastern Europe and Russia. So Valve probably never needed to have a server in Russia, most games also doesnt have servers in Russia.

The only way is to pay in bitcoins (or other cryptocurrency), but bitcoin is in gray legal zone in Russia, there is no way Valve will do something like this.

3rd. Russia is just a huge country. And with Huge, i mean Russia is one big chonky boi. Where should Valve put the server? Even Moscow and Saint Petersburg are over 500km away from each other. No matter where you would put the server in Russia, there would still be plenty of players with high pings, due to the size of the country and the distance the data will have to move from your PC to the server and back.

What does this war have to do with people just trying to place videogames in peace?
Also for them playing on Frankfurt/German servers. It's likely just because Frankfurt one of the closest cities for them. Although wether there fewer Russian players on Stockholm servers is something i can't confirm, as i only play on German servers, as I'm from Germany. Playing on any other server would be stupid.
