Valve won't do it, but players would. After all, there are plenty of community servers that let you build and equip cosmetic loadputs for free.
Having items on private servers is not a replacement for the """value""" in your global account though. That's the deciding factor I think. It's the people who care about their inventory holding everything back.
No one cares about CSGO cosmetics in the way that they do about TF2/WoW. CS is not a good example because they are gay/ugly/cringe skins that make your guns/knives/gloves look worst 99% of the time.
They can do the same ♥♥♥♥ they did with CSGO, that's what I meant. And no, nobody gives a ♥♥♥♥ about TF2 items cause Valve makes way less money with this game.
porting items over is the easy part, catering to this kindergarten class of a community is the real challenge
Yeah, ultimately, the factor does come down to who likes their items enough to stay, but I've found, in my experience, that longtime players are more likely to drop their inventory in favor of better servers/etc. Even on these private servers, it's all the recent/new folks that come in and try to dominate the market or hoard items when most of the vets don't really care.
And yeah, item value on a private server doesn't mean anything, but none of the items have any real value outside of sentimental even on official servers. Yeah, people will pay hundreds for them, but it has no actual value outside of the game unless you're that deep into the game.
