weapon upgrade
Do we need to raise the level of the weapon to improve the weapon or do we need to buy packs?

Weapon levels are purely cosmetic, they have no impact on the game. They are also set when the item is created (can't be changed).

my weapons do very little damage, doesn't it have anything to do with level?

not at all, level is 100% cosmetic, every "Shovel" deals the same 65 damage. what weapons are you using and at what range?

I've just started the game, first weapons are whatever I use them, currently my most played pyro

ofc you will be dealing cheap damage, instead use a shotgun or an axe

unless you're trying to shotgun people from down town the weapons have decent damage. the flamethrower is a little weird but this might just be non familiarity with TF2, most weapon in this game require 2-4 shots to kill an opponent and missing is much more punishing (semi auto weapons with longer cyclic rates) you're probably doing good enough damage just unused to the balancing.

you can turn on damage numbers with the advanced options though i'd more recommend something like toonhud so you don't have to deal with resizing in console and such, and the tools like master comfig can fix the really bad network codes the game ships with by default
