OP likely doesn't need to wait a week. The 7-day wait is tied to a requirement that is wholly separate from TF2 premium that OP very possibly has already fulfilled (assuming again that OP is even asking about chat privileges which has still not been clarified)

If you want to talk in offical casual tf2, you need to burn 5 dollars in the mann.co store, in order to go from FreetoPlay(f2p) to PaytoPlay(p2p) and wait 7 days for it to unlock.

this don't apply to community servers and you can talk freely as a f2p

Your post was incorrect as there is not a minimum expenditure or arbitrary waiting requirement for getting TF2 premium.

The $5 dollar figure you cite is related to getting an unlimited Steam account, which OP already has, spending any amount of money in the TF2 in-game store will give you premium.

Valves casual has a problem with micspamming, hacking, and ddossing bots. they “tried” to fix this by muting all free 2 plays.

Become p2p by buying something from the Mann co store. I recommend the jungle inferno pass, a key or an MVM ticket.

Try not to buy weapons, cosmetics, and taunts because those can be bought for one tenth (more or less) of the price on a third party website.

Then wait up to 1 week to become pay 2 play. Also note that you have to spend at least 5 dollars on steam for this to work.
