I would just install Linux Mint XFCE edition and give it a shot. It should be pretty lightweight while still being userfriendly.
TF2 can't use more than 4 gigs and the other 4 gigs of ram should be there for the OS and other applications. Even though more ram definitely doesn't hurt.
Yeah I think that's the final upgrade I am giving this machine though. It's time to upgrade it off AM3+ even.
At least if you're on arch, there're AUR packages with the Microsoft fonts.
Another way which, at least for me, fixed it was seeting the -precachefontchars launch option.
