The script and model will never self-improve nor realize how good(or bad) it is, nor will it be able to upgrade itself by its own design.
Certainly doesn't count as human.
As for the ability to interact in-game I'm sure there's at least one community server in TF2 with it. I avoid imagining what people would do with it, but its probably not wholesome.
