Pretty certain voice actors require pay and that is a little more then what a random workshoper throwing something together could afford..
also valve time would mean the update would never happen if we had to wait for valve to delegate everything.

New guy does decent impressions for YouTube videos but he was clearly not ready for his vsh lines to make it in officially
That's not a fair critique; when we heard them recently it is one take with a camera phone in an open room...of course they're not going to sound perfect. Voice acting takes place in a professional studio with mixers and multiple takes to get the right sound.
I'm not saying it is realistic to get them back to do voice lines for community work. But if Valve wanted to, they could get them back and have their lines sound just as good as when the game first came out.
I'm not crazy about the new voice lines, they have a sort of "audio uncanny valley" sound to them.
